The roundish holes you see on the willow bark were likely chiseled by a Red-breasted Sapsucker, perhaps in the early spring before they start work on their typical elongated troughs. The belly feathers of many small birds that frequent sapsucker wells often become covered with the resulting sap, which gives them a tattered, unkempt appearance. I could not identify this bird and had to send the photo to our local expert who said it is a Ruby-crowned Kinglet. This Ruby-crowned Kinglet was eating insects that had been attracted to the sap.
